Amends section 4511.35 to create new penalties for operating a commercial motor vehicle on the left-hand roadway of a divided interstate highway, including disqualification from operating a commercial motor vehicle for up to one year in certain cases.

Establishes a fourth degree felony charge for operating a commercial motor vehicle on the left-hand roadway of an interstate highway if the violation results in a motor vehicle collision causing physical harm to another person or death.

Requires courts to direct the registrar of motor vehicles to disqualify offenders for 2-10 years if the violation caused physical harm, or for life if the violation caused death.

Adds section 4506.16(D)(11) to implement court-ordered disqualifications from the registrar based on violations under section 4511.35.

Defines "interstate system" and "physical harm to another person" for purposes of the new penalties.
