State board must provide 90 days public notice and hold public hearings in each congressional district before adopting or revising academic content standards, with input solicited from parents, teachers, and organizations.

School district boards become sole authority to adopt academic content standards exceeding state standards; no state official may join consortiums that would cede control over education standards or assessments to outside entities.

Student data collection restricted: prohibition on collecting social security numbers from students and on reporting student names, addresses, and social security numbers to state board; personally identifiable student information cannot be shared except for specific contractual purposes related to assessment development and scoring.

State board and department of education cannot access information linking data verification codes to personally identifiable student data; contracts for data processing must include stipulations against sharing personally identifiable information with additional parties.
