Reduces the timeframe for absent voter ballots to be printed and ready for non-overseas voters from 35 days before election to the first day after voter registration closes before the election.

Maintains the 45-day deadline for overseas voters and absent uniformed services voters to receive ballots before the election.

Establishes that in-person absent voting ballots shall be printed and ready beginning the first day after voter registration closes before the election.

Requires county boards of elections to keep in-person absent voting locations open until all voters waiting in line have cast their ballots.

Changes the deadline in section 3511.10 for late uniformed services and overseas voter applications from the 35th day before election to the first day after voter registration closes before the election, with an effective date of June 1, 2014.
