Modifies Section 10 of Am. Sub. H.B. 386 regarding Casino Operator Settlement Fund payments to local government entities where commercial racetracks are located.

Changes the second payment distribution method to allow either a single $1 million payment per eligible municipality/township or, if a racetrack spans multiple jurisdictions, proportional distribution of the $1 million based on the amount of real property in each.

Removes the limitation that "not more than six municipal corporations or townships" are eligible for payments.

Requires recipients to use at least 50 percent of received funds for infrastructure or capital improvements.

Allows municipalities/townships that lose a racetrack due to relocation to access up to $3 million from the Racetrack Facility Community Economic Redevelopment Fund after previously affected communities receive their $3 million awards.
