Creates a new "POW/MIA Awareness" license plate available to owners and lessees of passenger cars, motorcycles, recreational vehicles, and other approved motor vehicles in Ohio.

License plates shall display "never forgotten" and markings designed by Rolling Thunder, Inc., Chapter 1 Ohio, with county identification stickers.

Collects a $25 contribution per registration and renewal, plus a $10 bureau administrative fee, in addition to regular license taxes and fees.

Directs the $25 contributions to the military injury relief fund established in section 5101.98 for grants to armed forces members injured during Operation Iraqi Freedom, Operation New Dawn, or Operation Enduring Freedom, and to those diagnosed with post-traumatic stress disorder from these operations.

Amends section 5101.98 to authorize the military injury relief fund to receive contributions from both the POW/MIA license plate program and existing income tax refund contributions.
