Establishes comprehensive standards for pharmacy audits in Ohio, including requirements that auditing entities provide at least 10 business days' notice before on-site audits and cannot review claims submitted more than 24 months prior.

Prohibits auditing entities from using extrapolation methods to calculate monetary penalties and from recouping funds for clerical or recordkeeping errors absent financial harm or evidence of fraud.

Grants pharmacies the right to appeal audit findings within at least 30 business days and requires auditing entities to deliver preliminary reports within 60 business days and final reports within 120 business days of the audit completion.

Authorizes optometrists holding therapeutic pharmaceutical agents certificates to continue using certain analgesic controlled substances, including codeine and hydrocodone preparations combined with nonnarcotic ingredients, as determined by the State Board of Optometry through administrative rules.

Requires the State Board of Optometry to establish prescribing standards and procedures for analgesic controlled substances in consultation with the State Board of Pharmacy.
