OH SB260

Prohibits the Registrar of Motor Vehicles from issuing motor vehicle dealer's or leasing dealer's licenses to manufacturers or their parent companies, subsidiaries, or affiliated entities for retail sales or leasing of new or used vehicles.

Exempts manufacturers that were already selling or distributing vehicles at an established place of business in Ohio as of January 1, 2014, allowing them to own, operate, or control no more than three licensed dealerships, unless the manufacturer's operations are sold/acquired or it produces vehicles other than all-electric vehicles.

Allows manufacturers to continue disposing of motor vehicles at wholesale through motor vehicle auctions at the termination of consumer leases.

Does not apply to existing licenses granted prior to the effective date of this amendment; those licenses cannot be terminated, revoked, or denied renewal based on this provision.

Adds manufacturer status as a new ground for denying motor vehicle dealer and leasing dealer license applications under Ohio Revised Code section 4517.12.
