Requires licensed terminal distributors of dangerous drugs to verify the identity of prospective purchasers before selling controlled substances or drugs containing tramadol at retail.

Identity verification must be done against either a valid photo identification card issued by a state or federal agency, or other forms of identification authorized by the state board of pharmacy through administrative rules.

Distributors must record the purchaser's name, type of identification presented, and the unique identification number from the identification document if one exists.

Recorded information must be retained for three years and is subject to inspection by law enforcement officers and board employees for official purposes.

Exempts purchases intended for use in hospitals, nursing homes, hospice care programs, physician offices, and similar health care facilities from the identity verification requirement.
