Creates the Commission on Infant Mortality to conduct a complete inventory of state services addressing infant mortality rates in Ohio and evaluate their funding sources and coordination with local and community-based entities.

Commission membership includes four legislative appointees (two senators, two representatives), six state officials or designees (health transformation, Medicaid, health, minority health, attorney general), and three governor-appointed members representing local health departments, death investigation professionals, and community-based programs serving at-risk pregnant women and new mothers.

Senate president and house speaker shall appoint two commission members to serve as co-chairpersons; members serve without compensation except where service is part of regular employment duties.

Commission must submit a written report of findings and recommendations to the governor and general assembly within six months of the effective date.

Post-report responsibilities of the commission shall be determined by the senate president and house speaker; commission is exempt from sunset review provisions.
