Prohibits suppliers from selling tires manufactured more than three years before the date of sale as new tires.

Requires suppliers selling non-new tires to provide consumers with written notice before installation stating the tire's month and year of manufacture in at least 10-point boldface type.

Requires suppliers to provide consumers with a written disclosure in at least 10-point boldface type warning that tires deteriorate with age and are prone to sudden failure, and recommending tire replacement after six years regardless of tread depth.

Establishes violations as unfair or deceptive acts under consumer protection law, subjecting violating suppliers to fines of up to $250 per violation.
