Amends section 2935.23 of the Revised Code to expand investigative subpoena authority from felonies only to all criminal offenses.

Authorizes the chief legal officer of a municipal corporation to issue investigative subpoenas, in addition to county prosecuting attorneys and judges or magistrates.

Restricts the chief legal officer's subpoena authority to misdemeanor investigations only.

Maintains existing procedures requiring witnesses to be informed of the inquiry's purpose, sworn under oath, and examined subject to constitutional rights.

Preserves the requirement that examination testimony be taken in writing and filed with the court or magistrate.
