Establishes new sections 106.01-106.05 to create a comprehensive rule review framework, replacing former sections 119.031-119.032 with streamlined procedures for legislative review of proposed and existing rules by the Joint Committee on Agency Rule Review.

Expands the Joint Committee on Agency Rule Review's authority to recommend invalidation of proposed rules based on six specific findings, including exceeding statutory authority, conflicting with legislative intent, and failure to demonstrate that regulatory intent justifies adverse business impact.

Extends emergency rule validity from 90 days to 120 days and creates a new authorization process allowing the Joint Committee to permit agencies to revise and refile proposed rules rather than immediately recommending invalidation.

Requires agencies to conduct comprehensive periodic reviews of existing rules every five years, assessing whether rules should continue, be amended, or be rescinded, with specific consideration of adverse business impacts and recommendations from the Common Sense Initiative Office.

Establishes a "Rule Watch System" as a single web portal for public access to state agency rules and rule-making information, with electronic alert registration capabilities, integrated with the Common Sense Initiative Office.
