Prohibits the sale or offer for sale at retail or wholesale of cosmetics and personal care products containing microbeads in Ohio.

Defines microbeads as micro-polymer particles less than five millimeters in diameter made of synthetic or semi-synthetic polymers such as polyethylene, polypropylene, polyethylene terephthalate, or polymethyl methacrylate.

Defines personal care products to include anti-bacterial soaps, body washes, lotions, facial cleansers, exfoliating scrubs, sunscreens, shampoos, conditioners, toothpastes, and similar hygiene and beautification products.

Establishes civil fines of up to $1,000 per day for first violations and up to $2,500 per day for subsequent violations.

Authorizes the Director of Agriculture to adopt rules necessary to implement the microbead prohibition.
