Amends section 2927.12 of the Revised Code to add "disability" as a protected characteristic under ethnic intimidation laws, alongside existing protections for race, color, religion, and national origin.

Defines "disability" to mean a physical, sensory, cognitive, or mental disorder that substantially limits one or more major life activities, including self-care, manual tasks, walking, seeing, hearing, speaking, breathing, learning, and working.

Expands ethnic intimidation protections to cover violations of sections 2903.21, 2903.22, 2909.06, 2909.07, and division (A)(3), (4), or (5) of section 2917.21 when committed by reason of a person's disability.

Makes ethnic intimidation charges one degree higher than the underlying offense when the offense is committed based on the victim's disability.
