• Adds dentistry to the Ohio Innovation Partnership's Choose Ohio First Scholarship Program and Ohio Research Scholars Program, enabling recruitment of dental students alongside science, technology, engineering, and mathematics students.

• Increases dentist licensing fees from $200/$337 to $210/$357 (odd/even years) and directs additional fee revenue ($10-20 per license) to the dentist loan repayment fund.

• Expands scope of practice for dental hygienists and dental assistants to perform services (fluoride application, desensitizing agents, temporary crown re-cementation) for up to 15 consecutive business days without dentist presence when specified conditions are met.

• Creates temporary volunteer certificates for licensed dentists and dental hygienists from other states or military to provide emergency dental services without Ohio licensure, valid for 7 days and renewable.

• Establishes a Medicaid Payment Rates for Dental Services Workgroup to study and report recommendations on dental service reimbursement rates by December 31, 2014.
