• Implements biennial licensing renewal aligned with birthdays (effective January 1, 2015) instead of fixed renewal dates, allowing the board to transition license expiration dates.

• Establishes new investigation and disciplinary procedures including expedited action for human trafficking violations, consent agreements as an alternative to formal hearings, and increased fine amounts for violations discovered during inspections.
