Sub. S.B. No. 335 Summary

• Establishes comprehensive user fee collection procedures including electronic toll collection, invoicing, late notices, administrative fees, and hearing processes for disputing charges, with escalating civil penalties for non-payment.

• Creates motor vehicle certificate of registration issuance prevention orders to enforce toll collection against registered owners of vehicles that utilize toll projects without payment.

• Provides tax exemptions for building and construction materials incorporated into transportation facilities pursuant to public-private agreements, and exempts such facilities from ad valorem property taxes and special assessments.
