Authorizes the Ohio Secretary of State to issue subpoenas and summons to any person within or outside the state during investigations of election law violations, with enforcement provisions under section 3599.37 of the Revised Code.

Permits the Ohio Elections Commission to issue subpoenas to any person within or outside the state to compel witness attendance and production of documents related to election law violations, with enforcement through section 3599.37.

Establishes that persons within or outside Ohio who fail to obey subpoenas or summons from the Secretary of State or Elections Commission may be prosecuted under section 3599.37 of the Revised Code.

Maintains existing procedures for the Secretary of State and Elections Commission to investigate election law violations and report violations related to campaign finance and election conduct to appropriate prosecutors or the Ohio Elections Commission.

Updates terminology to refer to "uniformed services or overseas" absent voter ballots in place of "armed service" ballots in election administration procedures.
