Creates "Lincoln Highway" license plate available to owners or lessees of passenger cars, noncommercial motor vehicles, and recreational vehicles upon application to the registrar of motor vehicles.

Requires a $20 contribution per registration or renewal that is deposited into the license plate contribution fund and distributed to the Ohio Lincoln Highway Historic Byway for historical preservation and advertisement of the Lincoln Highway in Ohio.

Imposes a $10 administrative fee to compensate the bureau of motor vehicles for additional services required to issue the plates.

License plates display county identification stickers and identifying words or markings designed by the Ohio Lincoln Highway Historic Byway and approved by the registrar.

Amends section 4501.21 to add the new contribution section (4503.86) to the list of special license plates whose contributions feed into the license plate contribution fund.
