Adds roofing contractors to the list of licensed trades under Ohio's construction industry licensing law, requiring them to obtain licenses from the Ohio Construction Industry Licensing Board alongside electrical, plumbing, HVAC, and hydronics contractors.

Expands the Ohio Construction Industry Licensing Board from seventeen to twenty-two members and creates a new roofing section with five members (one building inspector, two non-union roofing contractors, and two union-affiliated roofing contractors).

Allows individuals actively engaged as roofing contractors for at least three years prior to the bill's effective date to obtain a license within twelve months by demonstrating required insurance ($300,000 contractor's liability), workers' compensation compliance, and business records verification.

Requires municipal corporations and counties that previously licensed or registered roofing contractors to ensure any roofing contractor registration requires a state license under Chapter 4740 of the Revised Code.

Takes effect 180 days after passage; the Board must notify municipalities and counties of the new requirements within 120 days and publish notices in trade publications and major newspapers for three consecutive weeks within 90 days.
