Requires residential rental properties with dwelling areas above the second story to have a separate exterior means of egress (unblocked functional window with ladder or staircase extending no more than five feet above ground) unless the property has a fire suppression system.

Defines "residential rental property" as a structure originally constructed as a single-family dwelling that is being leased or rented to tenants as a multi-family dwelling, excluding hotels and college dormitories.

Requires the fire marshal to incorporate this exterior egress requirement into the state fire code and the board of building standards to include it in residential building code rules.

Applies the exterior egress requirement to all existing residential rental properties with dwelling areas above the second story, effective 180 days after the bill becomes law.

Directs the residential construction advisory committee to include the exterior egress requirement in recommendations for the state residential building code.
