Extends the period for in-person absent voting from the first day after voter registration closes to 35 days before the election, continuing through 2 p.m. on the day before the election.

Establishes minimum hours for in-person absent voting: 8 a.m. to 5 p.m. Monday-Friday for the first three weeks (with 9 p.m. on last day of voter registration), then extended evening and weekend hours beginning three weeks before election.

Allows county boards of elections to modify voting hours by a three-member vote, provided they maintain minimum 30 hours weekly on weekdays with at least 10 hours after 5 p.m., plus minimum 8 hours Saturday and 4 hours Sunday in the final two weekends.

Requires voting locations to remain open beyond scheduled closing times if voters are waiting in line to cast ballots.

Updates application deadline for in-person absent voting to align with the close of in-person voting hours rather than the previous "last Friday" deadline.
