State Board of Education shall establish application forms, criteria, and procedures for awarding bullying prevention and education grants to school districts.

Establishes the School Bullying Prevention and Education Grant Program to fund bullying prevention and education programs specifically designed for middle school students.

Appropriates $1,850,000 from the General Revenue Fund in fiscal year 2015 (with $0 in fiscal year 2014) for the grant program.

Grant amounts distributed based on school district enrollment: up to $1,000 (fewer than 1,000 students), up to $2,000 (1,000-2,000 students), up to $5,000 (2,000-10,000 students), and up to $10,000 (10,000 or more students).

Director of Budget and Management shall transfer cash from the Budget Stabilization Fund to the General Revenue Fund based on the aggregate amount of grants certified by the Superintendent of Public Instruction.
