Director of development services shall aggregate percentage of income payment plan program customers to establish a competitive procurement process (auction) for retail electric service supply.

Only bidders certified under section 4928.08 of the Revised Code may participate in the auction process.

Winning bid must provide reliable retail electric service, reduce costs relative to standard service offers, and deliver best value for universal service plan rider payers.

Director of development services shall adopt rules to ensure fair and unbiased auction process and performance of winning bidder.

Energy efficiency and weatherization program targeting high-cost, high-volume use structures must be established, with customer participation as condition of eligibility; cost savings from competitive procurement shall be reinvested in this program.
