Requires the Registrar of Motor Vehicles and all deputy registrars to accept credit and debit cards for all Department of Public Safety transactions starting July 1, 2015.

Establishes a new $5 document security fee that deputy registrars and the registrar can charge and retain for motor vehicle registration applications, commercial driver's license applications, identification cards, temporary license placards, and related transactions.

Mandates that the registrar implement a program by July 1, 2016 to permit payment of motor vehicle registration fees, driver's license fees, and other state taxes and fees by financial transaction device, subject to approval by the Treasurer of State.

Requires new and renewed deputy registrar contracts awarded on or after July 1, 2015 to include acceptance of credit cards and debit cards for all Department of Public Safety transactions conducted at that location.

Makes technical updates to remove obsolete fee amounts and language references, and clarifies that fees "are" rather than "shall be" allowed or charged to deputy registrars.
