Prohibits the Director of Natural Resources from issuing permits or leases to take or remove oil or natural gas from and under Lake Erie's bed.

Allows permits and leases to continue for other minerals and substances (sand, gravel, stone) from Lake Erie's bed, subject to approval by the Director of Environmental Protection, Attorney General, and Governor.

Permits for mineral extraction must be issued for terms between one and ten years, or until economic extraction is completed.

Requires all persons removing sand, gravel, stone, or other minerals from Lake Erie's bed to first obtain a permit or lease from the Director.

Authorizes the Director to adopt rules for administration, implementation, and enforcement of these provisions under Ohio Administrative Code Chapter 119.
