Urges the United States Congress to pass the Coalfield Accountability and Retired Employee (CARE) Act, introduced as S. 468 in the Senate and H.R. 980 in the House on March 6, 2013.

Transfers excess federal funds from the Abandoned Mine Land Fund to trustees of the United Mine Workers of America's 1974 Pension Plan to prevent insolvency threatening benefits for over 100,000 miners.

Makes Patriot Coal Company's retirees eligible for benefits under the Coal Industry Retiree Health Benefit Act of 1992 following the company's bankruptcy filing.

Makes employer contributions to supplemental benefit plans, including the United Mine Workers of America's Retiree Bonus Trust, taxable in the same manner as other pension plan contributions under federal law.

Directs the Senate Clerk to transmit copies of the resolution to the President, Congress, and Ohio's Congressional delegation.
