Urges the U.S. Congress to propose a balanced budget amendment to the Constitution prohibiting total federal expenditures from exceeding total receipts in any fiscal year

Permits override of the balanced budget requirement by a three-fifths vote of each House of Congress or waives the requirement when a declaration of war is in effect or when a majority of each House determines the United States is engaged in a military conflict posing a threat to national security

Cites concerns about unsustainable federal fiscal direction, projections of national debt reaching $20.8 trillion by the end of fiscal year 2016, and risks to interest rates, retirement accounts, and economic growth if deficits remain unconstrained

Requires the Ohio Senate Clerk to transmit copies of the resolution to the U.S. House Speaker and Clerk, U.S. Senate leadership, Ohio's Congressional delegation, the Ohio Governor, and Ohio news media
