Urges Ohio state agencies and government entities to use green building rating systems that align with state energy efficiency and environmental objectives and meet American National Standards Institute (ANSI) voluntary consensus standard procedures.

Directs the Office of Energy Services within the Ohio Facilities Construction Commission to review alternative private sector green building rating systems, codes, and standards that advance state energy efficiency goals while considering economic growth and long-term operating costs.

Prohibits use of the U.S. Green Building Council's LEED v4 system by Ohio state agencies and government entities until the USGBC conforms to ANSI voluntary consensus standard procedures or the state incorporates LEED v4 by reference into administrative rules through public comment procedures.

Requires that any green building rating systems used be voluntary consensus standards properly grounded in science with environmental and health criteria based on risk assessment methodology accepted by applicable scientific disciplines.

Instructs the Ohio Facilities Construction Commission to continue incorporating energy efficiency and sustainable design features into approved school projects using alternative green building rating systems other than LEED v4.
