Designates November as Ohio Adoption Month to raise awareness about the need for adoption in the state.

Notes that over 16,800 children are currently in Ohio's foster care system, with 3,782 freed for adoption and waiting for families.

Highlights that children waiting for adoption spend an average of three and one-half years in foster care, and 1,166 youth aged out of the system without being adopted.

Encourages Ohio residents to open their homes to children in need and support efforts to provide permanent, caring families for every child.

Directs the Senate Clerk to transmit copies of the resolution to Ohio news media.
