Urges electric distribution utilities, natural gas companies, municipal utilities, governmental aggregators, and cooperatives in Ohio to provide individualized energy usage reports with each customer bill.

Reports must include comparison of customer's home energy usage to anonymous similar homes in their neighborhood and to the most efficient customers in that area.

Reports must show how the customer's energy usage has changed monthly over the previous twelve months.

Reports must include educational information on ways to reduce energy costs.

Allows customers the opportunity to opt-out of receiving the individualized energy usage and educational information reports.
