Designates April as Forgotten Victims of Crime Recognition Month in Ohio to acknowledge children of incarcerated parents.

Cites that Ohio has the seventh largest prison population with more than 48,800 incarcerated individuals, and one out of every 28 children has an incarcerated parent.

Notes that children of incarcerated parents are 5-6 times more likely to be incarcerated themselves and face risks including substance abuse, school dropout, homelessness, and trauma.

Encourages all Ohio citizens and state and local agencies to support families and children of incarcerated Ohioans in recognition of parental incarceration's adverse impacts.

Directs the Clerk of the Senate to transmit copies of the resolution to Ohio news media.
