Ohio urges Congress to propose a constitutional amendment requiring federal appropriations not exceed estimated federal revenues in any fiscal year, except during national emergencies, with related fiscal restraints.

Ohio applies to Congress under Article V of the Constitution to call a convention of states limited to proposing a balanced budget amendment.

The Secretary of State must transmit copies of this application to Congress, Ohio's congressional delegation, and state legislatures, requesting cooperation.

This application covers the same balanced budget amendment language as previously adopted applications from 19 other states and shall be aggregated with those applications toward the two-thirds threshold needed to require a convention.

Ohio delegates to any convention are authorized only to debate and vote on balanced budget amendments; the application remains in effect until two-thirds of states apply on the same subject or Congress proposes an equivalent amendment.
