Proposes constitutional amendment to authorize up to $1.875 billion in state general obligation bonds for public infrastructure capital improvements by municipal corporations, counties, townships, and other governmental entities.

Eligible infrastructure includes roads and bridges, wastewater treatment systems, water supply systems, solid waste disposal facilities, and stormwater and sanitary collection and treatment facilities.

Limits bond issuance to $175 million per year for the first five fiscal years and $200 million per year for the next five fiscal years, with unused annual amounts carrying forward to future years.

Requires all bonds to mature within 30 years and pledges the full faith, credit, revenue, and taxing power of the state to repay principal and interest without additional legislative appropriation.

Submits proposal to voters at special election on May 6, 2014, with constitutional amendment taking effect immediately if approved by a majority of voters.
