Honors the memory of William L. Mallory, Sr., extending condolences to his family and friends from the Ohio Senate.

Recognizes Mallory's service as an Ohio House Representative for 28 years beginning in 1966, becoming the first African-American majority floor leader and serving in that position for two decades.

Acknowledges his sponsorship or co-sponsorship of more than 600 bills, including legislation creating the first statewide drug prevention program and funding Riverfront Stadium.

Notes his additional contributions as an elementary school teacher in Cincinnati Public Schools, adjunct professor of political science and African-American studies at the University of Cincinnati from 1969 to 1994, president of the West End Community Council, and founder of the Mallory Center for Community Development.

Directs the Senate Clerk to transmit an authenticated copy of the resolution to Mallory's family.
