Amends Ohio Revised Code sections 4503.21 and 4511.043 to classify failure to display a license plate on the front of a motor vehicle (when front and rear plates are required) as a secondary traffic offense.

Establishes a maximum fine of $25 for the front license plate violation with no points assessed under section 4510.036.

Prohibits law enforcement officers from making traffic stops or issuing citations solely for front license plate violations.

Restricts law enforcement agencies from conducting checkpoints for the express purpose of enforcing secondary traffic offenses.

Applies these provisions to both the current version of section 4503.21 and the version scheduled to take effect January 1, 2017, with Section 5 making Sections 3 and 4 effective January 1, 2017.
