Amends Ohio Revised Code sections 2907.09 and 2950.01 to make knowingly exposing private parts to a minor with intent of sexual arousal or gratification a registerable offense under public indecency laws.

Requires offenders who commit public indecency involving exposure of private parts likely to be viewed by minors and done for sexual arousal or gratification to register as Tier I sex offender/child-victim offenders.

Adds division (B)(4) of section 2907.09 (exposure of private parts with sexual purpose toward a minor) to the definition of "sexually oriented offense" in section 2950.01.

Establishes that violations of the new provision are misdemeanors (first degree for first offense under certain circumstances, escalating to felonies of the fifth degree for repeat offenders).

Creates a registration requirement specifically targeting indecent exposure crimes committed with sexual intent toward minors, subjecting offenders to sex offender registry obligations.
