Prohibits the Registrar of Motor Vehicles from denying motor vehicle dealer, leasing dealer, or auction owner licenses based solely on felony or misdemeanor convictions that occurred 10 or more years before the application date.

Exception: the 10-year rule does not apply if the offense involved selling, taxing, licensing, or regulating motor vehicle sales, or if it involved theft, fraud, or deceit during a consumer transaction.

Applies the same rehabilitation opportunity to corporate and partnership applicants regarding convictions of their officers, directors, or partners.

Designates the act as the "Rehabilitated Ohioan Opportunity Act."
