Amends section 3737.84 to prohibit the State Fire Code from restricting the use of barricade devices on school doors during emergency situations and active shooter drills.

Enacts section 3781.106 requiring the Board of Building Standards to adopt rules for barricade device use by school staff members within 180 days of the bill's effective date.

Specifies that barricade devices must require minimal steps to remove after engagement, cannot be permanently mounted, and may be required to be visible from the exterior of the door.

Mandates that public and private schools and institutions of higher education provide in-service training to staff on device use and maintain records verifying the training.

Requires the Board of Building Standards to consult with the State Board of Education and Ohio Board of Regents to define "emergency situation" in the rules, which shall apply to both existing and new school buildings.
