• Adds "disease of concern" to Ohio's Animal Diseases Law, allowing the director of agriculture to regulate diseases that may adversely impact animal or poultry industry or public health, even if not reportable to the USDA.

• Expands pesticide licensing renewal provisions to allow commercial and private applicator license renewals within 180 days after expiration without re-examination, unless the director determines a new exam is necessary.

• Modifies Farmland Preservation Advisory Board membership to require "an Ohio state university" representative instead of allowing any university representative.

• Establishes permitting and fee requirements for commercially used weighing and measuring devices, with annual permit renewal fees of $75 for livestock scales, vehicle scales, railway scales, vehicle tank meters, bulk rack meters, and LPG meters.

• Creates new section 1327.502 requiring service persons employed by commercially used weighing and measuring device servicing agencies to register with the director of agriculture.
