School districts shall be required to administer only the performance-based portion of Partnership for Assessment of Readiness for College and Careers (PARCC) assessments, with end-of-year portions optional.

Results from end-of-year assessment portions cannot be used for school report card ratings, teacher/administrator evaluations, third-grade student retention decisions, or high school graduation eligibility determinations.

Department of Education must apply for a waiver from the "No Child Left Behind Act of 2001" within 30 days to implement these assessment changes.

Students who did not take required assessments during the 2014-2015 school year and were not excused are exempt from certain statutory penalties under state education code.

Bill takes effect immediately upon passage and is declared an emergency measure.
