Amends Ohio Revised Code section 3313.60 to require handwriting instruction in kindergarten through fifth grade as a mandatory curriculum subject.

Students must develop the ability to print letters and words legibly by third grade and create readable documents using legible cursive handwriting by the end of fifth grade.

Directs the Department of Education to assist school districts in identifying appropriate means for integrating cursive handwriting requirements into existing curricula and in identifying instructional materials to meet those requirements.

Applies to city, exempted village, and local school districts, as well as cooperative education school districts.
