Creates "eligible school district" status for city, local, or exempted village school districts resulting from transfers, mergers, consolidations, or creations of new local districts that became effective between July 1, 2013, and June 30, 2018, and that demonstrate efficient use of facility space including reduction in number of buildings.

Grants eligible school districts first priority for School Facilities Commission project funding regardless of percentile ranking, with their portion of basic project cost based on the lowest three-year average adjusted valuation per pupil of the districts involved in the transfer, merger, or consolidation.

Allows the commission to reduce an eligible district's portion of basic project cost by up to 25 percentage points, but no lower than 5 percent, with an additional 10 percentage point reduction available if the project involves construction on state institution of higher education land with a written agreement and college credit plus program participation.

Amends sections 3318.02, 3318.024, and 3318.30 of the Revised Code and repeals section 3318.32 to implement these priority funding provisions within the existing school facilities commission framework.

Maintains all other requirements for eligible districts' projects under sections 3318.01 to 3318.20 of the Revised Code.
