Establishes that three feet or greater is the safe passing distance when a motor vehicle or trackless trolley overtakes and passes a bicycle.

Clarifies protocol for intersections with malfunctioning traffic control signals, including when signals fail to clearly indicate right-of-way or when vehicle detectors fail to detect vehicles.

Requires drivers at malfunctioning traffic signal intersections to stop at a marked stop line, yield right-of-way to other vehicles, and exercise ordinary care while proceeding through the intersection.

Maintains existing penalty structure: violations are minor misdemeanors, escalating to fourth-degree misdemeanors with one prior traffic offense, and third-degree misdemeanors with two or more prior traffic offenses within one year.
