Allows individuals on active military duty stationed in Ohio to hunt deer or wild turkey without procuring a deer or wild turkey permit while on leave or furlough.

Requires military personnel to carry identification showing active duty status and compliance with all other state hunting, fishing, and trapping laws when exercising this exemption.

Maintains existing requirements for active duty military to obtain resident hunting and fishing licenses for other activities unless on leave or furlough.

Provides free hunting and fishing licenses to veterans with service-connected disabilities rated as permanently and totally disabling by the Veterans Administration who received honorable discharge.

Establishes free licenses and permits for residents born on or before December 31, 1937, and for prisoners of war who were honorably discharged.
