Expands the definition of "physical therapy" to include determining a diagnosis, prognosis, and plan of therapeutic intervention for treating physical impairments and functional limitations.

Authorizes physical therapists to order tests, including diagnostic imaging and studies, that are performed and interpreted by other licensed health care professionals.

Permits physical therapists who are adequately trained to design, fabricate, and revise assistive devices such as braces, splints, wheelchairs, prosthetics, and orthotics.

Allows physical therapists to administer topical drugs prescribed by a licensed health professional authorized to prescribe drugs.

Maintains that physical therapy does not include medical diagnosis of disability, use of Roentgen rays or radium, or use of electricity for cauterization or surgical purposes.
