Enacts section 2305.2310 of the Revised Code to provide civil immunity for volunteer architects, contractors, engineers, surveyors, and tradespersons for injuries, property loss, or wrongful death arising from their professional or construction services during declared emergencies

Immunity applies only to services provided during a declared emergency and up to 90 days after the emergency ends, or up to 90 days after an extended emergency period if the governor extends the declaration

Does not provide immunity for wanton, willful, or intentional misconduct

Defines "volunteer" as an individual acting at the request or approval of a public official, law enforcement official, public safety official, or building inspection official; providing services for emergencies caused by earthquakes, hurricanes, tornadoes, fires, explosions, collapses, or other catastrophic events; and providing services without compensation or written contract

Requires that individuals providing professional services be properly certified or registered in their respective fields under Ohio Revised Code chapters 4703, 4733, or 4740.01
