Board of county commissioners may authorize county recorders or county veterans service offices to issue Ohio veterans identification cards to individuals who present armed forces discharge records, provide two valid forms of identification (at least one with a photo), and pay a fee not exceeding $2.

Valid identification documents include birth certificates, VA identification cards, military ID cards, social security cards, concealed carry permits, driver's licenses, state ID cards, passports, and armed forces discharge records.

Ohio veterans identification cards expire 10 years after issuance and must include the cardholder's name, residence address, branch of service, dates of service, discharge date, county name, and card issuance/expiration dates, but shall not display social security numbers unless federal law requires it.

Application materials are confidential and exempt from public records requests; they may only be released to governmental agencies for criminal justice purposes, the Department of Veterans Services with written veteran approval, or county veterans service commissions with written veteran approval.

Ohio Recorders Association, in consultation with County Commissioners' Association of Ohio and Ohio State Association of County Veteran Service Officers, must establish material and design standards for the cards within six months of the bill's effective date.
