Enacts section 9.49 of the Revised Code to prohibit public authorities from requiring contractors to employ a certain number or percentage of workers who reside within the authority's geographic or service area for public improvement projects or professional design services.

Prohibits public authorities from offering bid award bonuses or preferences to contractors as incentives to employ workers from specific geographic areas.

Repeals sections 153.013 and 5525.26 of the Revised Code.

Declares that individuals have an inalienable right to choose where to live pursuant to the Ohio Constitution and establishes this prohibition as a matter of statewide concern to protect employee freedom of residence.
