• Requires boards of trustees at 10 state universities and Northeast Ohio Medical University to adopt a resolution within 90 days granting or denying voting power to student members.

• If voting power is granted, student members gain the authority to attend executive sessions and count toward determining a quorum on the board.

• Students receiving scholarships, grants, loans, or state-funded employment (including graduate assistantships) are not disqualified from trustee membership if granted voting power.

• Allows boards to change student voting status through subsequent resolutions taking effect on a specified date each university fiscal year.
